Changing windows logon screen wallpaper
By manually changing
Create the following DWORD_32 entry in
HKLM\Software\Microsoft\Windows\Current
Version\Authentication\LogonUI\Background
Value: 1 (DWORD_32) Entry: OEMBackground
Prepare a file named backgroundDefault.jpg which has file
size no larger than 245 kB and put it in
C:\Windows\System32\oobe\info\backgrounds
By using software 
In this select customise windows option
then under frequently used settings you can find logon screen
